Here is the changelog entry where you can read that they did solve it in 3.20

You need to use the debian sid packages nagios3, nagios3-cgi, nagios3-common. I downloaded all of them and installed them manually b issueing dpkg -i <packagename>

If you try to install nagios3 at first it will tell you the order of the dependencies.
